Bad aim?

I've been noticing something with Casey in the litterbox for some time now that I thought I'd ask about.

When he goes to cover up what he's done, he'll turn and sniff it. He'll then turn around to cover it up, sometimes putting a back foot right in it, which he'll then shake off. But when he goes to cover it up, it takes him a few tries because, rather than pull the litter back towards the mess, he pulls the litter to the side. It's almost like he's not exactly sure how to aim to bury his business.

Has anybody else ever seen this sort of thing before?
