My Cat is acting strange

My cat is 3 years old pure white and deaf since birth. He has been nuetered. Has all his shots. Eats well. I went to bed 3 nights ago my cat was fine. When I awoke at 4 a.m. For work the cat was just sitting and staring. I walked to him and he just looked at me usually he is all happy and meets me to go and eat but he just sat and stared. He walks very slowly as if he is scared and looking to see what is there before he proceeds. He has always been kind of skittish because he can't hear but never like this. He still eats but he doesnt have the enthusiasm he once had for his food. We have an old cat 12 years old who is still the same. does anyone no why he does this. Thanks
