One of my former cats (now at Rainbow Bridge) was like that. She would eat some catnip and maybe become more relaxed, but otherwise had no reaction to it.
The cats I have now go crazy over catnip. The both act like they're high and tend to fight over it. I guess they think that the other cat is trying to steal their portion of the catnip. As stated in another post, it probably has to do with genetics.
