Weird scratching reaction part 2

Okay, so I posted a message asking why my cat acted strange when scratched at the base of his tail. Well, my husband and I have continued to scratch Tigger there on occassion because he seemed to like it. Well, now his little rump seems to be really sensitive now. We never scratched hard, just a little while he purred. Now whenever he's bathing or playing around he suddenly becomes "aware" of the base of his tail. It's hard to describe. He'll just turn his head towards his back and go like his going to bite at his tail base, but not actually do it. He does a lot. He is also making his weird reaction even more when we're just petting him. On occassion he's meowed like he didn't want to be petted there. I also noticed he has like dandruff at the base of his tail. My husband thinks that may be he has a sensitive skin rash or something. I'm just worried that we somehow hurt him.
