It sounds as if the cat is experiencing re-directed agression in a big way. This is a serious problem and no laughing matter if children are going to be involved.

You may want to read over a few articles on agression:

I would recommend getting the cat to a vet for a complete check and also for a referral to an animal behaviorist. He may need some sort of medication to calm him down if this behavior continues.
