It could indeed be Belle's kitten smell that is upsetting Oscar. Some cats just respond more to scents than others. He probably can't understand why his companion doesn't smell at all familiar and the confustion is making him aggressive.

It may go away in time, or you may have to follow all the steps you'd need to take when you introduce a new cat - isolation and very slow indroductions. Meanwhile try the towel trick - rub Belle with a towel then rub Oscar with it, and vice versa to exchange scents a bit better.
