Does he seem to be drinking a lot more water or less water than usual? If yes, then a trip to the vet is in order.

However, if his habits haven't changed otherwise this could be one of those unexplainable quirks that cats have. Maybe he is playing, or maybe he accidentally dragged the bowl and then received some positive reinforcement like a treat or a scritchy and he's hoping to repeat the experience.
