They just stand either in the litter box, half-in-half-out, or completely outside and rake their claws over the walls.

ROFL...Actually it is common.Try putting more cat litter in the box.Cats are very clean there just trying to cover what they just did.
Babba has a habit of wanting to go to his litter box when i go to the bathroom.One time he ran short of litter and was trying to put my pants over it.Hey i was still in them.
Maybe pulling his litter box away from the wall will help.
