Cat drags other cat by neck

We have two neutered male cats that are about the same age. Usually they get along famously. We noticed that occaisionally the larger of the two will bite the other one on the back of his neck and drag him around the room. Of course, the smaller one growls and screams, but doesn't fight back. Whenever we see it, we will stop the behavior and all is good. Is this just a dominance thing? We have never seen anything like it! Any thoughts would be appreciated!
