You need to see another vet -- a cat oriented vet in a well-equipped veterinary hospital. I'm not any sort of expert, but how can female horomones be produced by anything but the female reproductive organs? That does not sound right.

And I would be extremely unhappy that he botched the surgery the first time. To me that indicates a carelessness that I don't want in a vet. Surgery, even a very routine surgery like a spay, is still surgery and should be performed properly. I'm not saying mistakes beyond a vet's control never happen, but a spay is something a vet performs hundreds upon hundreds of times and shouldn't be rushed through.
