A good cleaning with a solution of bleach and water should get rid of most bacteria. Some things are airborne and harder to treat. You might check with your vet's office to see what they recommend.

In my opinion, if the neighbor agreed to care for the cat, then she needs to move the cat to her house and provide proper food and care.
