Male Cat Becoming Obese...help

Before I start getting yelled at for being irresponsible allow me to explain my topic and request for help.

I've got a fixed male cat that is some kind of persian and siamese mix. Got him at a no kill shelter. He is 4 y/o and is 22 lbs. He is a tall / long cat. He is an indoor cat and has no front claws. He has always been fed science diet light formula (1/2 cup at 0500 and a 1/2 cup at 1930) along with my other cat. I suspect he is eating his and hers but quite honestly this cat would eat himself to death if allowed to. I tried cutting him back to only a 1/2 cup per day but he chews my feet off to get more food.

What can I do? Other than is flabby belly he is in great shape and is a loveable cat.
