pregnant kitty..what to do with babies..

Our neighbors moved out and abandoned their pregnant kitty, so we're taking care of her. She's just about ready to pop. I don't want to give her kittens away to just anyone who won't bother to spay/neuter them. Does anyone know if the SPCA will charge us if we give them over to the shelter? Will they even take the babies. We are planning on keeping the MomCat, and letting her nurse her babies for at least eight weeks. I just want to make sure that the babies will be taken care of, so this doesn't happen again!
