Stray, very thin, won't eat, drinking like crazy

Hello, I need some advice. I picked up a poor little stray (an older kitten) who is very thin. He won't eat anything though. He just drinks. He wants water so badly that he actually walked right into the water bowl at one point, I've never seen anything like it. He's pretty listless but does perk up when he's held and starts to purr. I've had him for about 2 1/2 days and he's urinated three times but not had a bowl movement. This morning he threw up a little too. He doesn't have any kind of discharge from his eyes or nose but his inner lids are always half closed. I don't know what to do. Unfortunately am also in a foreign country (Russia) and don't have the money for vet bills and such. I want to help him if I can. I can't bear to see him die in the cold Russian winter. Please help.
