At this point the cat may need medical attention - a week without food can cause a serious liver disorder in cats - especially one that is overweight. Either you or your sister need to get him to a vet ASAP.

If the cat is OK, then the vet will be able to prescribe something that may stimulate his appetite and/or calm him down so he can get used to the new environment.
