My kitten is very sick

She is about 3-4 months old. She is an indoor cat but when we found her, about 2 months ago, she was a stray. Her health was fine. She ate and grew and got frisky and healthy.

Well, the last few days I noticed yellow puddles in our bathroom (where she likes to stay) and assumed it was urine. Her behavior was fine so I didnt think anything of it, even though she normally does it in the litter box. Well, last night I noticed she didn't look right, her fur was very scruffy and she was quite thin and bony. While I watched her she began puking yellow foam. I then realized it was not urine all over the place, but vomit.

She refuses to eat. She drinks water though. She is very shaky and weak, doesn't move much, and meows in a raspy voice. Worse, one side of her body isn't responding well, like it might be partially paralyzed. She continues to vomit occasionally.

I live in japan on a us military base. Japanese vets are out of the question and on base vets are not open over the weekend. Plus, I am not allowed to have a cat so upon taking her to one, if she survives till Monday which I doubt, she will be confiscated.

What can I do to try and keep her healthy as long as possible? It was reccommended to me that I feed her liquified cat food broth in an eye dropper, I did this. Will it help, and does anyone have any idea what might be wrong? I thought perhaps she was poisoned but from what I dont know as there is nothing dangerous for a cat anywhere near her.
Any advice would be appreciated, thanks.
