The fact that the cat has crusty eyes worries me. Usually this indicates dried pus which can be the result of an infection. Your friend needs to take the cat back to the vet, or preferably to a different vet - perhaps a feline only practitioner.
There are different foods that are supposedly hypoallergenic - someone makes a rice and lamb food, but I'm not sure who. Anyhow, until the cat has been re-examined it is hard to say what your friend should do. -----
