If Lucky seems to be eating, drinking and using the litterbox OK then perhaps the condition is only temporary. However, if Lucky seems to be in severe respsiratory distress (panting rapidly) or lacks energy, appetite and exhibits "hiding" behaviors then the condition is serious enough to warrant a vet visit ASAP. Also if the congestion seems to last longer than three days, it's time for a vet visit.
Even if money is short, sometimes it is in the best interest of both your cat and your pocketbook to get to the vet promptly. Many conditions cost a lot less to treat if caught early. -----
