It would be hard to determine what is going on with the cat. The cat could be ill, or he just might be active enough that he is not putting meat on his bones despite the change in diet. Over-the-counter wormers do not always work and in fact can be be harmful to pets.

If you can catch up with him and get him to a vet for an exam that would be good - also if you could get him neutered that would save a lot of unwanted kittens from being born.

As for the poop, sometimes cats don't cover it because they are trying to show their dominance.
