The hanging skin after a spay is normal, however the lack of hair could be a cause for concern, although if the cat is acting healthy it is probably not a big issue.

I'd call the vet and ask about the lack of hair in the area. After a year it should have grown back. Cats hair grows rather slowly, but not that slowly!
