Yes, plastic food and water dishes contribute to cat acne. The plastics, especially after they've been used for a while, develop microscopic scratches in the surface that harbor bacteria which then can transfer to the food or directly to the cat's chin.
It's best to use dishes that can be cleaned with hot soapy water such as glass, stainless steel or ceramic. Another option is single use such as paper plates.
Also, with a senior cat, sometimes a bit of extra chin washing with a mild soap and terry wash cloth (and a good rinse) helps keep the acne down.
