We had what we thought was a female cat that began doing that (the spca and my vet told me it was a female) Vet gave her antibiotics to clear up her infection. A week later cat in distress - went from peeing all over to not peeing at all. Took it to an emergency vet to find out it was actually a neutered male cat and he had a urinary tract infection and a blockage the size of an orange.
