Hi,
A cat with such an injury should be confined for a period of time, not allowed to run and jump as this can cause further damage to the leg. I'm a bit surprised that your vet did not suggest this. An extra large carrier would be fine, as long as there is room for a small litterbox and for the cat to move around a bit. A dog crate would work well also.
It's a good sign that your cat is considerably better, but it makes me nervous that he is so active. All he would have to do is land wrong on that leg to re-injure it. Even a few days confined would give the leg more of a chance to heal.
Surgery on the knee ligaments can be quite expensive. I would guess approximately $1500. The surgery is delicate and time consuming.
Hope your kitty gets better without surgery. One of my cats had this surgery last year and she did very well but recovery can take quite some time.
Take care, AshleyElla
