If you cannot find a friend or family member, talk to the shelters in person. They do have folks that foster (usually for a short term, not a year) and they may be able to refer you. If you have no luck with the local shelter (and even try ones in neighboring towns), you may also want to try local vets to see if they know of any fosters...
