well if shes putting her head close to the floor and coughing im almost 100% sure its hairballs but since shes very young that might not be the case but the head close to the floor and the moving her head side to side is classic hairball...try giving her some mineral oil or vegetable oil or vaseline and see if it clears up, which i believe it should
