I wanted to wait to reply until I could talk to my vet (and boss) about this.
Perivascular cuffing is not a heart problem. Yes, it can affect the heart, but also the brain, eyes, and blood vessels in other areas. It is an autoimmune reaction and is not necessarily fatal but can be related to some fatal viruses such as FIP. Often, you see neurological problems along with perivascular cuffing.
I personally would consult with some kind of specialist, either a cardiologist since the heart is related, or a neurologist if it is appropriate. I am assuming that your kitty has had an echocardiogram......if not one needs to be done.
I am so sorry for all you are going through with your baby. I sincerely hope that something can be done to help him.
