Mystery Pests

They jump like fleas. If I see one in the bathtub and go after it with my index finger to kill it, it will jump out of the way, easily. After a few tries I can catch up to it and squash it. It is easy to squash. Super small, light brown. Strangely, I cannot actually find any on my cat when going through her fur with a flea comb. Sometimes, not very often, I have seen her act like she is being bitten. I have been bitten on the ankles and feet. So, I go into the kitchen early this morning because I am up and Jools wants an early breakfast. I turn on the light, pick up her water bowl to refresh it, and there are several/many of these bugs on the paper towell under the bowl. What are they? I don't think they are fleas - at least not like any I have seen before. Any ideas?
