What I do with babies and litterboxes is, put them in there and then move their paw in a scratching/burying motion. This way they understand this is where they can dig and bury their poop. Also, little ones can't always hold it very well, so be sure to put them in the box every once in a while during play sessions. If they have to go they will (and it will reinforce where to go) and if not they just hop out and go back to playing. I also recommend having an extra box to move around with them as they play.
