Help! New Kitten and Box Training Prob

Hi All, We have a new 9 week old male kitten named Nico, who is an absolute doll, except for one thing.... he will not pee in his litter box. He poops in it and hasn't missed once but peeing is another story. He has gotten a clean bill of health from the Vet{no UTIs} We have 2 different boxes for him, have experimented with different litters, have soaked up urine from accidents and placed paper towel in box and put him in there pretty consistantly but he's only used it once. He does seem to like going on cloth things, pillows, blankets etc. We've had several kittens in our life time but have been lucky to have never had an issue with this before. We have been keeping him in one room when we leave the house and just realized he's using the plants in there

We do have 2 other adult cats, one male one female both spayed and neutered who have adjusted to him well. He seems to like them too and has showed no fear. Any suggestions or thoughts would be greatly appreciated as I've run out of ideas. Thanks so much, tara

PS Only other thing I can think of to mention was that although he was eating solid food when we got him, his previous owner did say that he was still nursing when she gave him to us{ at 8 weeks). I'm wondering if he just went when he was sleeping with mom cat and hasn't learned otherwise?
