New kitten and my dog

I have a new kitten, but already have a dog. I followed the advice that sites gave me; getting each pet used to the other pet's scent, and then putting the kitten on a cage so that they can see eachother and my dog is in control. The kitten defends himself, arching his back and hissing. The dog just stands there staring at it and shaking uncontrollably. The kitten also met my neighbour's cat through the glass of the window, and my neighbour's cat reacted the same way as the dog did.
I'm a little worried about how obsessed the dog is with the kitten. She will sit with her nose pressed under the door sniffing at the cat for hours, and she keeps peeing there. Is this distress or excitement, and is it a normal reaction? Should I wait until the kitten can go outdoors and see how he gets on with the neighbour's cat before I let the dog get to know him?
