 Does she have a nice safe place in your yard to sleep? If not, provide her with one. My ferals liked the igloo type dog houses with straw and towels in there. If she has a safe place and food nearby she might just have her babies in there. However, cats tend to use the same place where the have given birth before. Your best bet is to catch her if you can and make her a house pet. It sounds like she is kind of interested. Good luck and let us know how it goes.-----
