I used World's best. as kittens, they get kick it up, and breathe it in. i used this just the first year, till they got a little bigger. but even today, i use a less expensive natural pine litter. there's a website kittykind.org that recommends food and litter.
my two have one jumbo covered litter box which works out great. but Izzy was So small when i got her, i actually used a pie pan for a litter box. her legs were so short! hahah.

i don't think you need 2 boxes, but maybe in the beginning, if the kitten is small... but if you think they can climb into a normal size litter box, then i would get a large dome one.
i only have an apartment, so i'm not sure if you need one on both floors, but i think my friends (with multi layer homes) have the box on just one level.
