That sounds like poor parenting to me. I have seen four and five year olds that are very well behaved in a nic restraunt. And I have seen terrible ten yr olds. I agree they need to be monitored. A couple of weeks ago, when I was upstairs in the lounge at the mt. I ski at there was a group of 10 to 13/14 yr olds. I have no idea where their parents where. They were being noisy and disrepectful. I turned around and spoke to them in my teacher voice. They all quieted right down.
