state demands 16 year old STOP SAVING KITTENS!!

Hello,
I am writing this because we need your help. Kristen Babicki,
a 16 year old NH girl, saves feral kittens from local farms. Their only other alternative is euthanasia because most shelters are packed, and being feral, would require a lot of time to work on. In many cases, shelters euthanize all ferals on arrival. Kristen is a sucessful cat tamer and has tamed and adopted out over 90 cats and kittens in the past couple of years. Her kittens are adopted out healthy, and vaccinated. She has specific adoption requirements and all of her adopters are top-notch.
Kristen keeps an average of 3 kittens in a dog crate in her computer room, but was confronted by the state of NH about her "animal shelter" and is now required to register as a shelter, register as a non-profit, and have a zoning hearing since her home is in a residential area. Her home is spotless, her cats are happy, well fed, and well cared for, yet the state insists what she is doing is wrong and must end. This will mean certain death for many cats, and an explosion of new cats in the colony she maintains because she will no longer be able to maintain it.
