I would probably get her to the vet. Just to be on the safe side. You could always put a break away collar on her with your phone number. If she was someone elses cat I am sure they would call and inform you. My long haired cat doesn't liked to be brushed. So I only get a few strokes from the brush in once a month or so. But she doesn't look like I don't brush her. Some long haired cats just don't get all matted like others.
