This happens at times. It is also possible that a cat has some ovarian tissue in an abnormal place, so it is not removed since it was not known. But if two cats, supposedly spayed at the same time in the same place, both go into heat, someone has messed up. I suggest you get in touch with the SPCA and explain the situation. They are a responsible organization and would likely help you. And I am sure they would want to know if there is a problem in their recordkeeping or procedures.
