The oatmeal shampoo is a good cleaning agent, but you might want to put calendula ointment on the area after he is cleaned up, in order to heal the irritated tissues. However, the fact that the stool sticks to his rear tells me that there is a digestive problem. Give the kitten ground beef and bone meal, along with a probiotic or yogurt, instead of commercial cat food. And never feed a cat dry cat food.
