Chronic Sinus

I have a Cornish rex female about 6 years old who has had a chronic sinus problem since birth. All other kittens in the litter died. Baytril for extended periods helps, but every few months it will come back. Signs of the impending doom are sneezing out snot rockets, excessive wax in the ear on the afflicted side, scratching the ear and neck until bloody on that side, obsessive licking of all surfaces in the house, and finally fever sometimes in excess of 106F, if you can believe that. I can't imagine that I can keep giving her Baytril for the rest of her life. The eye on that affected side waters constantly, so I'm guessing the tear duct is blocked as well. Any help you can give me will be greatly appreciated.
