It means warm side of cage, either under-cage heat or air heat.

However, there must be a cooler area. Temperate-zone colubrids like cornsnakes should have an area that is cooler thatn the basking area. My advice is to shoot for 85-ish at the basking area, while the cool area can be 72-80.

Remember, snakes are on their bellies. Whatever the temp of the surface they are on, that is mostly what their temp will be. Air heat only works if the room is warm, so the cage substrate is also that temp. A ceramic heat emitter is a much better way to heat than lights. CHE heat is directed down and heats objects under it, not the air.

In Winter, let the temps get down to 55-65 and darken the cage (cover the top as well with paper or a towel, cover the sides with paper.
