Possible blind turtle?

Hey guys, I was walking in the woods today and came across this little guy, he had dried mud on him like he had just came out of hibernation. I noticed something weird happening with his eyes, I thought it was just water at first but they never opened and he doesn't go inside of his shell whenever you're near, like turtles usually do. So I'm thinking he's blind, I took him up to the house because I didn't want him to fend for himself if he was blind. So, could anyone confirm this and is there anything I could do and should I now care for him? Thanks
