What is this on the eye? Any ideas?

Hello,

We've been hoping to adopt a stray puppy from Greece once his rabies vaccine and waiting period are finished. However we were informed that an eye issue on the puppy has developed. The foster carerer's local vet doesn't know what it is but said it could be causing the puppy pain, which could in turn be making him sometimes nervous in recent weeks.
I've attached a photo of the growth (maybe?) on the eye. Does anyone recognise this?

Any idea?

Please help.
