Curing, Hardening Styrofoam for Lizard

We have a two year old water dragon that lives in a 75 gallon tank. We are building a new enclosure from an old TV (armoire) cabinet. We are building a rock background and a temple using Styrofoam. What is the best process to cure, harden, and waterproof the Styrofoam? It needs to be strong enough for a two foot (plus) water dragon not to destroy. We will have a waterfall and misting system, so it needs to be waterproof.

Finally, I see grow lights at Home Depot. How are these different from the UV lights at the pet store (putting live plants in enclosure)?
