Looks like healed scarred tissue to me, (hence the kids found some way of keeping entertained, or lack of entertainment ment no water changes) BUT if you or the previous owner has not done anything special to cure the frog then the frog may actually have a bacterial infection. Looks like it might have been an Amonia or Nitrate burn
