African Dwarf Frog Tadpoles

I have 20-30 baby african dwarf frog tadpoles. They are presently in a
1 gallon tank (I put them in a small tank when they were first born
thinking that most of them would die). They are about 6 weeks old and
are starting to grow their back legs. I have 2 questions.
1. I want to move my tadpoles to a bigger tank. I don't really
understand cycling and I was wondering what the safest way to move
them. Should I put them in the bigger tank with the water from the 1
gallon tank and then everyday add new water until I fill up the new
tank. The only thing I have in their tank right now is a small bunch
of live java moss (no filter, no rocks, etc.).
2. I read somewhere about not feeding the tadpoles when they start
losing their tail. Is this because they won't eat during this stage
and you don't want to dirty your tank? All of my tadpoles are a
different stages. They were born at the same time. Some are showing
back legs and others are not.
This is the first time I have ever own frogs and I really enjoy
watching them. They are so cute.
