How can I keep humidity up for indoor red foot?

I have an adult male redfoot that I have to keep indoors. He is currently in a large plastic wading pool. He has all the essentials. UVB light, two spot lamps, water bowl and obviously a food bowl. I mist a couple times a day and also have a cold air humidifier. I tried using some bed a beast (not all of the substrate) to help keep his humidity up. However this seems to be a problem still. Ohio isn't always the most humid place. Does anyone have any suggestions on how to keep his humidity up? He is a great tortoise and I just want to keep him healthy and happy.
