We used to offer small earthworms. Baby turtles usually can't resist a wriggling prey item. So try some tiny earthworms, tadpoles if you can, waxworms, brine shrimp, and red worms. After a while you can throw some pellets in while they have already started feeding. They should take the pellets eventually.
