The answer depends on what species you are thinking about. In most herps, both hypomelanistic and albino are recessive to their respective normal alleles. But in the boa constrictor, hypo is dominant to its normal allele.

When hypo and albino are independent recessive mutant genes, the result is
9/16 normal looking
3/16 hypomelanistic
3/16 albino
1/16 albino hypomelanistic

There may or may not be ways to tell the difference between an albino and an albino hypomelanistic. If the two can be distinguished, then the ratios are as given. If the two cannot be distinguished, then the expectation would be
9/16 normal looking
3/16 hypomelanistic
4/16 albino

If hypo is a dominant mutant gene and albino is a recessive mutant gene as in the boa constrictor, then the result is
9/16 hypo
3/16 albino hypo (called sunglow in the boa constrictor)
3/16 normal looking
1/16 albino

By the way, the fractions are the expected fractions, the actual numbers may or may not be identical.
