He is definitely a RES. You will have to take him to the vet for treatment. The vet in my area will make exceptions for payment if the animal is truly sick. You should call and ask. You could also check with a local turtle rescue if you have one. They may be able to help you. Also, make sure you are including some veggies in his diet.
