The tortoise you have is most commonly called the Russian tortoise in the U.S. pet trade, even though all of the thousands of imports actually come from countries to the southwest. Other names include the four-toed tortoise, steppe tortoise, and Horsefield's tortoise.

They like it dry, with humid retreats available, much like ornate box turtles and sulcatta tortoises. They're completely vegetarian, and will do well on a standard tortoise diet. It's funny that you found the animal in a rural area, as it is most certainly an escaped pet.
