i would increase the frequency and duration of warm water soakings.

closed eyes is not a good sign. one of the things i have noticed with russian tortoises is that there are other underlying ailments that can cause the eyes to close. i would encourage you to do everything you can to keep your tort well hydrated and eating. make sure that you are giving a good and varied diet, lots of fiber in the form of ground up hay. go to russiantortoise.com for a good and complete diet plan.

i'm assuming you got your tort from a breeder if you know that it is 2.5 years of age. and if this is the case, then your vet is off by 30%. at 2.5 years of age all russian tortoises look like females.
